LS telcom UK has been contracted by the UK Spectrum Policy Forum to conduct a study to explore and understand how different potential frameworks for spectrum sharing could work under certain conditions set by the MoD thus enabling shared use with civil users.
WRC-27 presents both challenges and opportunities for the defense community, as some critical NATO frequency bands are being considered for IMT (5G/6G) studies. While this raises concerns about NATO's operational capacity, it also opens the door to developing more sophisticated sharing models between civilian and military systems. As spectrum demand increases, sharing becomes essential for efficient use, though barriers remain due to the differing needs of military and civilian operations. Europe may lead these efforts, building on progress in spectrum harmonization. Defense agencies must stay actively engaged to ensure their spectrum access, and international harmonization will be key for success in future spectrum-sharing initiatives.
This study was undertaken to provide clarity on a debate that had already begun to unfold regarding defense and civilian spectrum sharing. With spectrum becoming an increasingly scarce and valuable resource, it was critical to identify pathways forward, particularly in light of upcoming WRC agendas that directly impact defense sector needs.
